In response to inquiries, the appropriate Environmental Ministry clarifies the following:

The concept / term ‘Schutzhund,'
according to paragraph 2-a of the NRW Regional dog  regulations,
is to be interpreted to mean (apply to) dogs that have been made human-aggressive
or which have become so.
(Vicious dogs / Attack dogs)
 

Dogs which do NOT fall into this category are dogs which,
AFTER successfully passing a ‘Companion Dog' VDH-authorized test
(Begleithundeprüfung - the 'BH'),
are now in Schutzhund training, or have already been trained,
under the
VDH Testing Rules and Regulations.
